How do I get Symantec virus protect to auto-enable upon reboot & how can I stop a popup that says to reboot?

I run a scan, occasionally get a Trojan, reboot, but the Symantec Antivirus popup continues to say I must "reboot to complete remediation tasks." I've rebooted twice, run a scan that was clean, but I'm still getting the popup! How can I stop the pop up, how can I get the Symantec Antivirus to default to "on", and do you think these 2 issues are related?
